What it does

MM 23 07 is the Massachusetts version of CA 23 09. CAR's Rule 55.C (Bobtail Operations, class code 74890) explains: "Liability and no-fault coverages may be limited to non-trucking use when the automobiles are not rented, nor used for business purposes to carry property or to haul someone else's trailers. Use Motor Carriers – Insurance for Non-Trucking Use MM 23 07." CAR's January 2027 list shows the 07 25 edition.

Who needs it

Massachusetts owner-operators whose tractors are leased to a motor carrier that insures them while in its business, and who need liability for other use.

Rating

CAR rates bobtail risks with the trucks, tractors and trailers liability rates for the size class and territory, with primary and secondary rating factors not applied; physical damage is rated separately under the specified car rules.

Obtain the lease with the motor carrier and confirm the carrier's coverage; explain that the policy will not respond while the unit carries property or is used in the lessee's business.
