What it does

CP 99 15 replaces the War and Military Action exclusion in the Commercial Property Coverage Part or Standard Property Policy. The rewritten exclusion removes loss from:

  • War, including undeclared or civil war.
  • Warlike action by a military force, including action in hindering or defending against an actual or expected attack, by any government, sovereign or other authority using military personnel or other agents.
  • Insurrection, rebellion, revolution, usurped power, or governmental action in hindering or defending against any of these.

The key addition is a closing sentence: the exclusion applies regardless of the means used, "including, but not limited to, cyber means".

Background

Verisk's 2025 year-in-review describes the ISO Commercial Property 2025 multistate filing as including "an update to the existing War Exclusion". The same report notes similar war-exclusion updates planned for other ISO programs. In Arizona, ISO's forms filing CF-2025-OFR25 (SERFF ISOF-134728874, approved February 3, 2026) makes the 06 26 endorsements effective June 1, 2026 for new and renewal policies. Effective dates in other states depend on each state filing and on carrier adoption.

Quoting and selling notes

  • Combined with the Cyber Incident Exclusion (CP 10 75), the property policy gives little or no protection for cyber events. A dedicated cyber policy is needed, and its own war and infrastructure exclusions should be reviewed.
  • Watch for this form on renewals once a carrier adopts the 2025 forms in your state.
