What it does
CG 00 70 replaces exclusion i. (War) under Coverage A and exclusion o. (War) under Coverage B. It excludes bodily injury, property damage and personal and advertising injury, however caused, arising directly or indirectly out of war (including undeclared or civil war), warlike action by a military force of any government, sovereign or other authority (including hindering or defending against an attack), and insurrection, rebellion, revolution, usurped power or governmental action against them.
The exclusion applies regardless of the means used, including cyber means. ISO introduced it in its 2025 general liability forms filing (GL-2025-OFR25), approved in most states with a January 1, 2026 effective date, so it can appear on policies written from 2026.
Who needs it
All commercial accounts; the cyber wording matters most to technology-dependent businesses whose systems could be hit by state-sponsored attacks.
Key provisions and limits
- Coverage A and Coverage B are both rewritten.
- Terrorism endorsements (CG 21 70 to CG 21 93) operate separately from this war exclusion.
Quoting and selling notes
- Point out the cyber-means wording to clients relying on the CGL for any cyber-related bodily injury or property damage; a cyber policy with clear war and state-actor terms is the better source of coverage.
