Both land far under indicated need: 31% in Massachusetts, 28% in Connecticut. Massachusetts weights restaurant and personal-services factors hardest; Connecticut leans on construction and specialty contractors, and lifts umbrella rating factors about 11%. Booking barely a quarter of the indication doesn't close the gap — it compounds. Restaurants, contractors and personal-service accounts renewing in either state should treat this as a first installment.
